say — для загальних висловлювань. tell — рідше в безособовому.

4 Безособовий vs Особовий пасив

Обидві конструкції передають те саме значення, але з різним фокусом:

5 Трансформація: Active → Passive

1 Крок 1

Визначте основне дієслово (say, believe, think...) та підрядне речення.

People = загальний підмет, say = дієслово, that... = clause

2 Крок 2: It-structure

Зробіть It підметом + is/was + V3 + that-clause.
